- Do you include a period of voluntary help (Not paid) for the new recruited persons?
No, we either recruit volunteers or paid staff. Please note Oxfam does not send volunteers overseas.
- What kind of contracts does your association use and according to which criteria?
Oxfam has a new Pay & Benefits system based on core competencies, performance management and that follows market trends while always following Oxfam's charitable status.
Contracts differ according to the following criteria:
- UK temporary (under 3 months)
- UK fixed term/open ended
- International 6 months and under
- International over 6 months
- Regional
- Local.
- For each kind of contracts, what is the salary and how is the increase of salaries managed ?
Given its size, nature and mission Oxfam has a broad number of different contracts, salaries, and increases.
These follow Oxfam's new Pay & Benefits system. Regional and local contracts pay a regional or local salary, based on the salary scale for that country/region. A sterling salary is payable on a UK or International contract.
- For each kind of contracts, what types of contributions do you include ? (Unemployment, social security, pension)
The above are payable according to UK or local laws and type of contract.
Pension contributions are payable to new staff on contracts of 12 months and over, depending on individual circumstance.
For International posts, arrangements are made to contribute towards payment of social security and medical insurance depending on individual circumstances, up to top limit.
Arrangements for this differ according to type of contract, country of work and residence.
- For each kind of contracts, what is the complements of remuneration taken in charge by association at the place of assignment (lifecost, housing, daily allowance) ?
Depends on type of contract.
International under 6 months - living expenses and accommodation provided
International over 6 months - accommodation allowance
Others - dependent on local/regional terms and conditions and whether staff on regional contracts are relocated.
- Does particular conditions exist in the event of the departure of an expatriate with his/her family ? If so, please describe.
Yes additional benefits are provided for Overseas accompanied posts. Accompanied posts are usually 12 months or more in duration and in places where there are no restrictions on family members accompanying, due to the security situation.
Oxfam offers medical insurance benefits to family member on accompanied posts. Other benefits sometimes apply, depending on contract and situation.
- What types of training are proposed to the expatriate staff and according to which criteria?
(Please note difference made between training (gaining new skills) and induction (familiarisation with new post/ organisation/ country))
In general, for short contracts in emergency situations, Oxfam recruits people with the necessary skills, ready to start working overseas without the need of specific training. Training is provided to other staff specific to a staff member's needs, if appropriate. Training funds are available and staff can apply for these. Staff can also gain experience in other areas through secondments.
Development needs are assessed through regular performance reviews with managers.
Oxfam offers a general and specific induction for new staff members.
- Does your association use tools of evaluation and follow-up of personal qualities and professional competences for the expatriate staff ?
Yes. Oxfam uses performance management (long term posts) & appraisal forms at the end of contract (short term contracts). Moreover, contract personnel debrief generally at Oxfam Headquarters at the end of deployment.
- In the event of a security incident on a mission, are there specific procedures to be followed and a follow up for the affected people ?
Oxfam places specific attention to its staff's security. Oxfam has clear corporate safety and security guidelines, works with others (i.e. People in Aid), and has specific policies in each area where it works. Oxfam's insurance cover includes health, personal accident and life assurance.
- At the return of mission, what accompaniment measures do you propose to the expatriates staff (Debriefing, financial support, psychological follow-up, assessment of competence) and according to which conditions? What is their contractual situation with the association?
Debriefing (including medical) at the end of deployment. Appraisal and psychological support is available if required.
