BACKGROUND:
In response to a growing humanitarian crisis and the influx of refugees into Chad, the IRC launched programs in Chad in February 2004, focusing on the most urgent needs of water and sanitation, education, health, and protection. IRC program activities have been concentrated on the northernmost refugee population centers in Chad, which are located in the Prefecture of Borkou-Ennedi-Tibesti (BET), near the towns of Bahai and Cariari. In July 2004, the refugees were moved to Oure Cassoni camp, which was built and is managed by the IRC with support from the United Nations High Commissioner for Refugees (UNHCR). IRC is currently responsible for the Primary Health Care, Environmental Health, and Education programs assisting the approximately 31,000 refugees in the camp. In August 2008, IRC took over the management of health and nutrition facilities in Bredjing Camp, the largest refugee camp in Eastern Chad with 33,000 refugees.

Since the beginning of 2010, IRC has also launched a series of assessment in another Chadian region, the Bahr el Gazal, following the drought that has severely affected the living conditions of the population, especially the food security, the nutrition & the health status. IRC will therefore launch an emergency primary health care program in Bahr El Gazal region in order to assist local population, with a support to health facilities, in partnership with other NGOs operating in the area (ACF) and with local authorities. The final proposal is, to date, still under discussion with the main interested donor to support us i.e. ECHO, yet the starting date of this new operation for IRC in Chad has been fixed to September 15th.

RESPONSIBILITIES:
Under the supervision of IRC Field Coordinator, and based in Moussoro, western Chad, the logistic Manager will be responsible for managing the overall logistics of the project, with a direct management portfolio of around 7 national staff members. S/he will be expected to undertake the following duties, under the direct supervision of the Field coordinator (based in Moussoro) & with the technical support from the Logistic Coordinator, based in Ndjamena:

Capacity building:
§ Identify (and if necessary interview) key national staff with the view to building their capacity as national logistics managers
§ Build the capacity of seven Logistics staff (based in Moussoro) and provide technical guidance/supervision, as well as for similar positions in future field sites
§ In conjunction with the logistics staff in N’Djamena, develop a staff development plan for logistics staff.
§ Review and recommend Logistics Department staffing levels to the Field Coordinnator.
§ Interview to hire national staff as necessary
§ Ensure all relevant staff understands IRC’s procurement and logistics procedures/systems and their role in them.

Administrative Tasks
§ Provide direct guidance and supervision to the national logistic staff based in Moussoro on all admin issues
§ Supervise staff in charge of movements (air and ground transportation)
§ Ensure, with admin officer, that contracts are tracked/renewed on a regular basis
§ In close collaboration with the Field Coordinator, liaise with IRC lawyer on retainer on all legal issues
§ Organize orientation for incoming staff and visitors as well as debriefings

Procurement/Purchasing
§ Accountable for implementing and maintaining a procurement system adapted by the IRC Chad Logistics Department based on fundamental procedures from IRC New York logistics policy
§ Establish a reasonable and appropriate lead-time for ordering and delivery of goods, ensuring this lead-time is followed up and achieved
§ Manage tracking of all outstanding Purchase Requests (PRs) and Purchase Orders (POs), including analysis to define improvements for Moussorro based purchases
§ Liaise with logistics staff in the Njdemena and follow up on outstanding POs and PRs;

Warehouse/Storage
§ Perform regular checks to ensure that the commodity tracking system is adhered to by the storekeepers and perform periodic spot-checks
§ Plan for and supervise quarterly stock inventories and ensure that effective stock keeping system is in place
§ Assist programs to install reliable warehouse systems dedicated to programs (e.g. Pharmacy)

Transport
§ Oversee management of transport fleet for the field office. Ensure that vehicles are allocated to program / departments in an efficient manner in coordination with the Field Coordinator.
§ Responsible for truck movements/management including respect of security protocols
§ Ensure that systems are in place to account for transported goods
§ Accountable for timely and regular preventive maintenance of all vehicles and generators;
§ Maintain records/authorizations for fuel usage

Asset Management
§ Ensure proper tracking of all IRC assets at field office
§ Accountable for proper management of the assets released from storage
§ Accountable for proper tracking of assets using Equipment Issue / Receipt forms
§ Ensure quarterly physical check of assets and submission of asset reports for review;

Finance/Budgeting/Programming
§ Accountable for monitoring of operational costs of programs for field office, and adhere to the budgeted amounts
§ Review operational costs in monthly Budget-vs-Actual reports
§ Monitor invoices and approve payment request vouchers for the Finance Department

Security
§ Provide advice and support in regard to security procedures
§ Liaise with the Field coordinator to develop security analysis / assessment of the Bahr el gazal region,
§ Define and maintain required communication network and ensure it is working efficiently, including VHF and HF radios.
Communication/Coordination
§ Liaise with other NGOs and the UN agencies regarding logistics matters at the field office;
§ Provide initial orientation for new staff and visitors on Logistics Operations.

QUALIFICATIONS:
Job Requirements/Experience Required:
· At least three years of prior professional experience in relief/development activities related to logistics and admin.
· Experience supervising national staff and building capacity of national staff.
· Proven capacity to plan, organize and conduct training for local staff.
· Operational knowledge of Microsoft Office software;
· Fluency in French and English required
· Experience working with multicultural teams.
Educational Requirements:
· University Degree in Logistics, Business Management or a related field.
Additional qualities a successful candidate should possess:
· Excellent interpersonal, organizational, and time management skills;
· Must be flexible to adapt to changing requirements;
· Strong reporting skills;
· Ability to work independently in a rapidly changing professional environment. Good communications and organizational skills.
· Ability to work under pressure in a harsh environment.
