BACKGROUND:
In response to a growing humanitarian crisis and the influx of refugees into Chad, the IRC launched programs in Chad in February 2004, focusing on the most urgent needs of water and sanitation, education, health, and protection. IRC program activities have been concentrated on the northernmost refugee population centers in Chad, which are located in the Prefecture of Borkou-Ennedi-Tibesti (BET), near the towns of Bahai and Cariari. In July 2004, the refugees were moved to Oure Cassoni camp, which was built and is managed by the IRC with support from the United Nations High Commissioner for Refugees (UNHCR). IRC is currently responsible for the Primary Health Care, Environmental Health, and Education programs assisting the approximately 31,000 refugees in the camp. In August 2008, IRC took over the management of health and nutrition facilities in Bredjing Camp, the largest refugee camp in Eastern Chad with 33,000 refugees.

Since the beginning of 2010, IRC has also launched a series of assessment in another Chadian region, the Bahr el Gazal, following the drought that has severely affected the living conditions of the population, especially the food security, the nutrition & the health status. IRC will therefore launch an emergency primary health care program in Bahr El Gazal region in order to assist local population, with a support to health facilities, in partnership with other NGOs operating in the area (ACF) and with local authorities. The final proposal is, to date, still under discussion with the main interested donor to support us i.e. ECHO, yet the starting date of this new operation for IRC in Chad has been fixed to September 15th.

RESPONSIBILITIES:
Under the supervision of IRC Country Director, and based in Moussoro, western Chad, the Field Coordinator will be responsible for the overall management / implementation of IRC intervention in the Bahr El Gazal. S/he will be expected to undertake the following duties

· Directly manage the Health Emergency Coordinator & other managers/officers (admin, logistic & finance) and assume accountability for the timely, effective and efficient implementation of the project.
· Oversee administrative, human resources, logistics and financial management of the field office;
· Ensure the design & the implementation of a national staff capacity building plan
· Oversee accurate financial forecasting at Field Office level with a view to contributing to accurate Operating Budgets, track budget expenditure with operations and programs staff to ensure appropriate spending projections, timely procurement and activity implementation
· With Country Director and other members of the Senior Management Team, develop systems and procedures to ensure smooth running of field office in line with global and country-specific guidelines
· Participate as part of Senior Management Team on issues of strategic planning, promotion of IRC’s Program Framework; and other macro projects;
· Liaise with UN agencies, international and national NGOs, and government departments present in the region;
· Represent IRC at local and regional levels, as well for internal and external visitors
· Ensure positive interaction and good relations with partners in the region;
· With the Country Director and the Global Security Advisor, establish security guidelines for IRC field office and ensure their adherence;
· As the bahr el gazal is a new intervention area for IRC in Chad, ensure a corporate understanding of the humanitarian problematic in the region
· Develop as well a security assessment & update when necessary
· Participate in recruitment of national and international staff as required;


REQUIREMENTS:
· University degree in International Affairs, Public Administration, or related degree; graduate degree an advantage.
· At least 3 years experience working overseas.
· Proven leadership, team-building, and management experience.
· Ability to form, motivate, and work in a team.
· Fluency in spoken and written English and French.
· Excellent interpersonal, organizational, and time management skills.
· Ability to form and implement systems and procedures and ensure their adherence.
· Proven computer literacy skills.
· Ability to work under difficult working and living conditions.
· Ability and willingness to work and travel throughout Chad.
