BACKGROUND:
In response to a growing humanitarian crisis and the influx of refugees into Chad, the IRC launched programs in Chad in February 2004, focusing on the most urgent needs of water and sanitation, education, health, and protection. IRC program activities have been concentrated on the northernmost refugee population centers in Chad, which are located in the Prefecture of Borkou-Ennedi-Tibesti (BET), near the towns of Bahai and Cariari. In July 2004, the refugees were moved to Oure Cassoni camp, which was built and is managed by the IRC with support from the United Nations High Commissioner for Refugees (UNHCR). IRC is currently responsible for the Primary Health Care, Environmental Health, and Education programs assisting the approximately 31,000 refugees in the camp. In August 2008, IRC took over the management of health and nutrition facilities in Bredjing Camp, the largest refugee camp in Eastern Chad with 33,000 refugees.

Since the beginning of 2010, IRC has also launched a series of assessment in another Chadian region, the Bahr el Gazal, following the drought that has severely affected the living conditions of the population, especially the food security, the nutrition & the health status. IRC will therefore launch an emergency primary health care program in Bahr El Gazal region in order to assist local population, with a support to health facilities, in partnership with other NGOs operating in the area (ACF) and with local authorities. The final proposal is, to date, still under discussion with the main interested donor to support us i.e. ECHO, yet the starting date of this new operation for IRC in Chad has been fixed to September 15th.


RESPONSIBILITIES:
Under the supervision of IRC Bahr El Gazal Health Emergency Coordinator, and based in Moussoro, western Chad, the Health Manager will be responsible for managing health program and 13 national health staff workers. S/he will be expected to undertake the following duties with technical support from the Health Emergency Coordinator, based in Moussoro as well:

Coordination and Program Oversight
· The Health Manager is responsible for assessing all nursing services in (possibly) five health centres (Moussouro, Kamkalaga, Moundjoura, Mechimere, Cheddra), in the Mousouro hospital, and the other 13 health centres where there are CNS (Nutrition Supplementary feeding centers).
· Develop and ensure implementation of standard nursing policies and procedures in health facilities; monitoring compliance with all policies and procedures; ensuring that all IRC national staff and health center staff are receiving training and building their capacity for excellent nursing care; and ensuring the professional evaluation of all nursing staff.
· In collaboration with the Health Emergency Coordinator, ensure an adequate implementation of operations linked to health/nursing activities i.e. management of budgets, including budget forecasting, development of spending plans & procurement plan.
· Ensure appropriate linkages between curative, preventives, promotional and reproductive heath services at each health center.
· Ensure a functional Health Information and Drug management system in health centers.
· Participate in the selection , training and supervision of local personnel related to the health programs in Barh El Gazal,

Technical Monitoring and Program Quality
· Provide technical supervision of, and technical support to IRC health activities at field level
· In collaboration with MOH, ensure that health centers utilize standardized protocols, policies and guidelines, as prescribed by the Ministry of Health and WHO,
· Oversee the collection and timely reporting of data and statistics for all health centers.
· Ensure appropriate follow-up and decision-making based on relevant supervisions recommendations for each health center and data relevant to IRC health programs.
· Oversee pharmacy services and drug chain to ensure appropriate and continuous supply at MOH central pharmacy in Moussoro hospital and health centers levels,
· In collaboration with the Senior Health Manager provide technical support and supervision to the Health Program from program design, proposal development, reporting, monitoring and evaluation ensuring that IRC programs are of high quality and that programs are driven by data and learning.
· Develop data collection and analysis systems for ongoing program management, disease surveillance and project (grant) implementation and monitoring purposes; ensure health trends are monitored on a weekly basis and ensure that national staff increases skills to collect and analyze data.
· Work in collaboration with the MOH to coordinate activities and to strengthen referral systems between health centers and the referral hospital;
· Provide accurate regular reports, document results and maintain detailed records of the overall Health program activities.

Financial Management
· Develop expenditure and procurement plans to guide implementation of approved grants. Guide national staff in the implementation of the plans, ensuring that IRC donor rules and regulations are adhered to.
· Review Budget Vs. Actual on a monthly basis with staff and Grants Manager, identifying and proposing solutions to rectify any disparities from planned expenditure
· Participate on proposal budget development with the national team , Health Emergency Coordinator and field coordinator based on field activities

Staff Management and Development
· Supervise and build the technical and managerial capacity of IRC health staff providing supervision to health center staff by assessing technical and managerial capacity and providing regular trainings to support their development;
· Ensure health data collection of good quality.
· Ensure a rationale use of drug and ensure continuous supply of essential drugs;
· In coordination with the Emergency Health Coordinator, organize with the team a weekly work and rest schedule.
· Set Performance Objectives for direct reports and routinely performance through regular evaluations for national staff.
· Work with Emergency Health Coordinator, identify national staff skill sets, and develop capacity-building plans accordingly

QUALIFICATIONS:
· Professional health degree as nurse with PH or nurse practitioner.
· Three to five years professional experience managing health programs, preferably in working with Ministry of Health.
· Excellent management skills;
· Experience developing staff capacity
· Experience in working in primary health care.
· Experience working in a multi-cultural setting
· Ability to write clear and concise reports and proposals and to meet required reporting deadlines
· Able to work independently while being a strong team player
· Competence with Windows, Microsoft Office, including Excel
· Ability to work in unstable security environments
· Ability to work under harsh living and working environments
· Previous experience working with international partners,
· Proficient English and French written and spoken required
