Description
The IRC has been implementing programs in Southern Sudan since 1989. IRC is a partner of MSH on USAID’s Sudan Health Transformation Project-II designed to transition health service delivery from relief to development.
Scope:
The WASH Technical Adviser is responsible for the coordination and provision of technical support in the area of water, sanitation and hygine to the sub-contracting partners (SCPs) working under the Sudan Health Transformation Project-II (SHTP-II) (eight international organizations & one local organization), as well as the coordination, identification and sharing of best practices and lessons learnt amongst sub-contracting partners.

Responsibilities:
n Provide technical support to the WASH component of SHTP-II from activity design, workplan development, reporting, monitoring and evaluation to ensure high quality service delivery. Work closely with the IRC Environmental Health technical team seeking and integrating their advice in line with IRC global standards and practices;
n Identify and collate evidence base of context specific promising practices and support dissemination workshops to improve existing practices and introduce new practices and/or ideas among project partners, community-members and appropriate Government line ministries. Prepare relevant guidelines, technical briefs and information briefs as necessary;
n Work with the other components of SHTP-II to ensure a coherent and coordinated approach in the service delivery of all sectors;
n Monitor and evaluate program progress, impact and sustainability in collaboration with the SHTP-II partners and the technical unit;
n Work with the SHTP-II project team and sub contracting partners to ensure that field experiences are documented and available to inform WASH intervention priorities and strategies.

This position reports to the SHTP-II MSH Technical Director on a functional basis, ensuring that all activities are fully coordinated within the scope of the MSH-led SHTP-II project, and to the IRC-Southern Sudan Deputy Director for Programs on a administrative basis.

Requirements
· Education: University degree in Civil/Environmental engineering or water/sanitation/hygiene-related field. Post graduate qualifications in Environmental Health or related field.
· Experience: Minimum 5 years management/coordination/advisory experience in WASH programs. Experience in supporting decentralization efforts for delivery of basic WASH services. Experience of working with host governments and their agents, INGOs and national NGOs/CBOs and community groups. Relevant experience in developing countries with context similar to Southern Sudan viewed favorably. Experience working within USAID funded programs desirable.
· Knowledge: Broad knowledge of and insights into organizational and institutional development processes, decentralization processes and the functioning of local authorities. Awareness of approaches for mainstreaming of cross-cutting issues such as governance, social inclusion (gender, people living with HIV/Aids) and sustainability. Knowledge of demand-creation for sanitation, health care waste management and point-of-use water treatment.
· Skills and abilities: Strong management, project planning, analytical, organizational, facilitation, interpersonal, and communication skills. Ability to set priorities in a fluid, complex and demanding environment and to balance a range of simultaneous responsibilities.


Specific Security Situation/Housing :

The WASH Technical Adviser will be based in shared housing accommodation in Juba, Central Equatorial State and will be expected to travel frequently to support SCPs in the implementation of activites across all states of Southern Sudan.

There are no significant security concerns in any of the project locations at the current time but staff are required to adhere to the IRC defined curfew for each area. The WASH TA will not be expected to travel to any site that is deemed to be insecure.
