Terms of Reference
Background:
With headquarters in Kinshasa and field offices in the provinces of North Kivu, South Kivu, Katanga, Orientale and Kasai Occidental, the IRC is one of the largest development actors in the Democratic Republic of Congo (DRC). The IRC aims to save lives, to strengthen Congolese institutions and to reinforce social cohesion through carefully designed and professionally-implemented programs. The IRC has been working in the DRC since 1996, and currently operates in five core programming areas – primary health care, community-driven reconstruction & local governance, the prevention and mitigation of gender-based violence, education, and emergency preparedness and response. IRC currently seeks a Chief of Party (COP) in anticipation of an upcoming, large-scale 5-year education project (22 million USD) funded by USAID. The objective of the Opportunities for Equitable Access to Quality Basic Education (OPEQ) project is to of the project is to provide opportunities for improved equitable access to quality basic education in North & South Kivu, and Katanga provinces. The program will include four objectives: improve in-service teacher training systems; improve the quality of teaching and learning; improve equitable opportunities for basic education; and increase opportunities for out-of-school youth.
SCOPE OF WORK:
· The COP will have technical and management responsibility for all project personnel and be the IRC representative to USAID/DRC, the Line Ministries including Education, other donors and multinationals, technical agencies and other participating organizations as required.
· Overall responsibility for addressing contract-related issues, including ensuring that financial controls and systems comply with generally accepted accounting practices that meet USAID standards, and that all activity-procured materials and equipment are safeguarded and prudently and responsibly used.
· Responsible for the smooth implementation of the project and for providing general program and technical direction as well as completion of required reports. Build and maintain productive working relationships with a wide network of partners and stakeholders.
· As member of the IRC Democratic Republic of Congo senior management team (SMT), contribute and participate in meetings and discussions on mission strategic plans, annual operating plans; security and well-being of the mission and its staff
This position is contingent on IRC being awarded the cooperative agreement and is forecast to begin in October 1, 2010.
REQUIREMENTS:
Minimum a post graduate degree in education, social sciences, international development, or a related field
Minimum of ten years of senior management experience;
Proven leadership and strategic planning capabilities;
Experience managing large, geographically dispersed teams and working in tandem with local and international partners;
Demonstrated budget management ability;
Previous experience as USAID Chief of Party or Deputy Chief of Party desirable;
Effective and persuasive writing and public speaking;
Proven sound judgment and decision-making skills;
Computer skills in MS Office (Word, Excel, Access, Outlook);
Ability to communicate in French, fluency in English required;
Previous work experience in DRC a plus
SECURITY SITUATION/HOUSING: This position is based in Kinshasa. Kinshasa is the capital of DR Congo and has a population of approximately 10 million people. The city is usually quiet and relatively safe. As with any large city in a developing country, crime and theft are common. The position is accompanied and will be housed within individual housing.
