In consultation with the Provincial Management Team, the Human Resources & Administration Coordinator analyses the systems and structure of IRC Katanga administration and HR, proposes improvement and changes and oversees their implementation.
In partnership with the Operations Coordinator and DRC HQ HR team (Senior HR Coordinator and Staff Development Officer), the Coordinator provides support and training to the provincial administrative and human resources staff.
The Coordinator will also support the recruitments related to the possible start of a new project in Katanga province.
RESPONSIBLITIES
Administration
- Support implementation and continuous use of administrative tools and procedures devolved by HQ within the framework of the management review
- Assess and standardize provincial administrative procedure and tools and submit improvement to the Provincial Director and DRC HQ.
- Document administrative procedures and compile them into an administrative handbook.
- Organise information meeting and training with international and national staff to reinforce the proper use of procedures and tools.
Human Resources
- Clarify and update administrative and HR staff job descriptions
- Develop HR staff capacity in terms of HR systems and policies, work organization, staff management.
- Implement new HR report and develop reporting mechanism within the province
- Assess and if needed propose changes to be validated by Provincial Management and DRC HQ to HR rules and systems.
- Assess implementation of IRC DRC recruitment tools and procedure and develop specific tools as needed at the provincial level to be submitted to DRCHQ and the Provincial Director
- Reinforce through direct training, training of HR staff and dissemination of information, the implementation of the new Orientation Package and of the Performance Management Plan
- Ensure specific assistance for the recruitment of new programs international and national staff within the province.
REQUIREMENTS
- University degree in related field or relevant field experience;
- 3 to 5 years human resources related experience preferably with humanitarian agencies
- Previous overseas experience in conflict and/or post conflict environments;
- Computer proficiency in Microsoft Office
- Willingness to travel extensively in the province;
- Work both independently and as a team member;
- Strong interpersonal skills;
- Fluent in French and English;
SPECIFIC SECURITY SITUATION/HOUSING
Lubumbashi is usually quiet and relatively safe. The position is unaccompanied, shared accommodation will be provided.
