SCOPE OF WORK:
The Grants Manager (GM) with work closely with the Deputy Director of Programs to ensure appropriately designed programs, quality funding application and donor reporting submissions, and donor and sub-grant compliance across all programs. The GM will work closely with technical coordinators to assure robust and common monitoring & evaluation systems are deployed across the country program portfolio. The GM will report to the Deputy Director of Programs. The GM will supervise one national Grants Officer based in Kabul.
ESSENTIAL JOB FUNCTIONS:
Strategy & Program Design
· Become familiar with the IRC Program Framework (PF) and Country Program Strategic Plan (CPSP) for IRC Afghanistan.
· Collaborate with the DDP and program staff to develop high quality funding applications that are evidence driven and include input from all involved stakeholders (targeted communities, potential partners, the government, etc.). All newly designed programs should be built upon the foundation outlined within the IRC Program Framework and IRC Afghanistan CPSP.
· Support the development of strong data collection and monitoring & evaluation plans within each program and proposal. This includes developing logical frameworks and indicators with technical input from program staff.
Grants and Compliance
· Submit high quality activity and donor reporting on a timely basis according to IRC and Donor regulations. Ensure all required documents are included, complete, correct and approved by the respective Program Coordinator/s and country management.
· Provide technical guidance on IRC and donor regulations to ensure compliance within operations, program implementation and reporting. Raise compliance issues proactively with program staff and the Deputy Directors for Programs and Operations.
· Support the organization and follow-up of grant opening meetings, monthly grant review meetings, and grant close out meetings in collaboration with the Deputy Director of Operations
· Maintain the grants library in Kabul, which includes keeping hard and soft copies of all grant related material filed appropriately and in a timely manner.
· Collaborate with the Finance Controller, Deputy Director of Programs and Civil Society Advisor to assure donor and IRC compliance within the identification of national partner organizations. This will include playing an active role within partner capacity assessments, grant agreement negotiation and approval and reporting verification.
Monitoring
· Assist technical Coordinators and the Deputy Director of Programs during the development of Monitoring and Evaluation plans during the design phase of each new program.
· Collaborate with technical Coordinators to refine common approaches and tools for monitoring program implementation. Highlight the importance of streamlined systems that inform program quality improvement and meaningful reporting.
· Oversee the preparation of IRC Afghanistan Monthly Reports, including the collection and review of grant indicator tracking sheets.
Mentorship
· Develop and implement an annual career and capacity building plan for national counterparts that is built on an initial capacity assessment. The plan should not only include in service mentoring but also external training that will together address identified skill set gaps.
· Approach all tasks from the perspective of empowering and building the capacity of national counterparts.
REQUIREMENTS:
· Graduate degree – international development, international political affairs or similar
· Competency with program design, including log frames, budgeting and grants/report writing
· Demonstrated experience in report and proposal writing and review
· Knowledge of USAID/OFDA, EU/ECHO, DFID and other donor regulations and procedures
· Ability to work independently while being a strong team player
· Flexibility to adapt to changing requirements;
· Strong capacity to learn and apply new knowledge;
Ability to work well within an insecure environment with limited field travel
