BACKGROUND:
The International Rescue Committee (IRC) is one of the world’s largest humanitarian agencies. IRC provides relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict in 42 countries. IRC is committed to a culture of bold leadership, innovation and creative partnerships.
In Southern Sudan, over 20 years of brutal civil conflict – rooted in disputes over religion, ethnicity, resources, governance and self-determination – resulted in gross abuse of human rights, mass population displacement and widespread destruction of infrastructure. The 2005 Comprehensive Peace Agreement ushered in an era of post-conflict development efforts; however, the security situation remains fragile and testing operational challenges abound. A national referendum which may result in separation of the northern and southern regions of Sudan is scheduled for January 2011. Programming in Southern Sudan is expected to continue throughout the period running up to and following the elections; however, IRC is putting in place contingency plans to assure staff safety and to be prepared to respond to any emergency needs that may emerge among the populations we serve.
From the Malualkon field office; IRC operates 14 Primary Health Care facilities (2 PHC Centers/12 PHC Units) in Aweil East, West, Center and North Counties of Northern Bahr el Ghazal. IRC primary health care projects provide basic curative care; antenatal, delivery and postpartum care; and EPI and Family Planning. IRC’s separately-managed, though co-located, Community Case Management project provides home-based treatment of malaria, diarrhea and pneumonia for children under 5 years of age.
SCOPE OF WORK:
The Health Manager is the focal point for IRC’s primary health care services in Malualkon; s/he reports to the Health Coordinator and works closely with the Field Manager for day to day administrative issues. The Health Manager ensures the implementation of a quality health program, in accordance with national and international standards. The Health Manager will identify gaps in health services and take the necessary steps to address those gaps. S/he provides technical oversight to field-based health staff in the area of primary and reproductive health, with an emphasis on coaching national staff to build their capacity. S/he is responsible for regular reports and contact with local health partners, including the State Ministry of Health, UN agencies and other NGOs
RESPONSIBILITIES:
Program Management
· Ensure that health programs are implemented in accord with IRC programming principles: promoting and protecting rights, participation, capacity building, partnership and holistic programming.
· Oversee the implementation of health programs and ensure that stated goals and objectives are met, that projects are monitored and evaluated, and that reports are submitted in a timely manner.
· Participate in proposal writing for funding opportunities in Health.
· Assess unmet needs in the health sector with a special focus on Primary and Reproductive Health and suggest new IRC health projects to address identified unmet needs.
· Promote the culture of learning and documentation so that lessons learned and good practices are documented and shared for institutional memory and learning as well as to advocate on behalf of the communities with which we work.
Financial Management
· Develop spending and procurement plans to guide implementation of projects.
· Review Budget vs. Actual financial reports on a monthly basis; act to correct any discrepancies.
· Plan budgets for future activities and proposals.
Staff Management
· Manage and supervise health staff. Set annual Performance Objectives for direct reports; monitor their performance; provide a written annual Performance Evaluation against objectives.
· Determine personnel needs for field-level activities, develop Job Descriptions, and assist in recruitment.
· Undertake capacity-development programs for health staff
· Recommend promotions, disciplinary action and termination of health staff.
· Work with the Field Manager and other field staff to build their capacity to represent health programs.
Coordination and Representation
· Ensure a cross-sectoral, integrated programming approach.
· Represent IRC to other agencies, with respect to health programs, including the Ministry of Health (MOH), WHO, and non-governmental organizations.
Other
· Respond to the health needs of IRC team as appropriate.
REQUIREMENTS:
· Health professional (MD, RN, PA or CO) with strong public health background, MPH preferred.
· 2 years experience in coordinating, implementing and managing health programs in developing countries and/or refugee settings. Experience in grant management and proposal writing is preferred.
· Experience supervising health staff in a complex setting; ability to support and build staff capacity.
· Excellent oral and written communication skills.
· Ability to live and work under pressure in an unstable security environment.
· Excellent computer skills: MS Word, Excel, Power-point, Epi-Info/SPSS, Outlook and the internet.
· Experience working with HF & VHF radios, satellite telephones & fax.
· Fluency in English. Skill in other languages spoken in Southern Sudan an advantage.
WORK ENVIRONMENT:
Housing on IRC compound in traditional huts – common dining. Internet, DSTV on-site.
Security level: Yellow, stable with occasional local clashes.
