Description
SCOPE
Health programs represent the largest single sector within which IRC currently operates, with activities in 22 countries. The DRC health program is the IRC’s largest, constituting a portfolio of over $60million. IRC DRC operates in 23 health zones within 6 provinces, covering a population of approximately 4million people. IRC DRC anticipates further expansion of its health portfolio in the near future.

The Health Research and Monitoring & Evaluation Advisor is responsible for providing strategic, technical, and managerial leadership for all health research and M&E activities in DRC. S/he supervises IRC DRC health information system component and all aspects of research activities related to health programs.

RESPONSIBILITIES
Research, Policy and Advocacy
Provide technical supervision of all IRC DRC health related research activities;
Design and carry out mid-term and final evaluations of health projects as per donor requirements;
Design and conduct surveys on topics such as utilization of insecticide-treated mosquito nets and mortality ;
Support or lead the recruitment of short-term research/survey staff as necessary, and supervise them as relevant;
Summarize the results of research, evaluation, and other data collection in IRC and MoH databases;
Conduct needs assessments and develops program direction;
Coordinate all research activities with other sectors within the IRC to avoid duplication of efforts, ensure consistency of messages and guarantee an efficient use of resources;
Participate in fundraising activities for independent research activities;
Contributes to the evidence-based advocacy activities within IRC and DRC.
Data collection, management, and analysis
Ensure robust, country-wide consistent M&E systems are in place;
Ensure that quality data and information is available for donor reports and external communications;
Provide leadership and oversight to design, implementation, documentation and dissemination of M&E data and analysis;
Produce annual reports based on the data collected through the national health system;
Ensure the health program needs for maps and geographical data are appropriately met;
Provide technical support/Training to IRC and MoH staff on research design and implementation; data collection and analysis; M&E framework development; and supervision of data collection activities.
Program strategy and development
Initiate and assist with project proposal development;
Participate in strategy development processes at the provincial and national levels;
Ensure that the data produced by the M&E systems and research are effectively linked to advocacy and to program design and implementation.

This position reports to the Health Program Director and manages 1 national staff. It provides technical supervision to HIS Officers in several provincial and field offices.

REQUIREMENTS
Advanced degree in epidemiology, health economics or financing systems; PhD in relevant field preferred;
Minimum 6 years of experience in humanitarian and/or development programs, at least 3 years of which should be on health research, monitoring and evaluation;
Demonstrated experience in adult training (formal and on-the-job training);
Proven ability to write clear and concise reports and project proposals;
Demonstrated creativity, ability to apply innovative thinking and problem solving skills;
Fluency in written and spoken French and English;
Strong computer skills and computer-based data analysis and familiarity with at least two quantitative analysis softwares (Epi Info, SPSS, SAS or STATA);
Knowledge of GPS mapping and GIS strongly preferred;
Ability to live and productively work in insecure, unstable and/or harsh environments;
Willingness to travel at least 30% of the time;
Ability to handle pressure and improvise, flexibility, cultural and environmental sensitivity.

Specific Security Situation/Housing :
Kinshasa is the capital of DR Congo and has a population of approximately 10 million people. As with any large city in a developing country, crime and theft are common and IRC has strict security policies. The Health Research and M&E Advisor will be provided with individual housing. The position is accompanied.
