Job Purpose:
The Area Manager (AM) based in Goma, will oversee the management of programmes in North Kivu and will also oversee the systems support provision to Maniema programme office. The AM will enhance programming and managerial skills of key Concern staff and will be the main point of contact for all Concern’s relationships in Eastern DRC. S/he will report directly to the Country Director
Main duties & Responsibilities:
Programme:
-Manage and develop programmes and evaluate their progress against agreed objectives.
-Coordinate and lead research and feasibility studies.
-Ensure programme quality adheres to Concern and other standards as necessary.
-Assist in ensuring community participation and collaboration in programmes.
-Manage the national and international staff team
-Provide support and technical advice to programme staff
-Research, plan and develop new programme proposals.
-Monitor and support programme staff to manage expenditure and budgets and ensure resources are optimally utilized and spending is in line with Concern financial procedures and Donor requirements.
-Monitor programs regularly and support program managers to monitor progress against objectives.
-Prepare progress reports and support programme managers in their elaboration for submission to Concern and donors.
-Liaise with NGOs and local authorities and ensure effective communication between team members, local government technical departments, other local authorities and other NGOs in program areas.
-Develop positive relationships and where appropriate, support the development of partnership agreements/ Memorandums with local organisations, community representatives and local authorities.
-Together with the Country Management Team, identify areas for extension of programs and the development of possible areas of new interventions according to the Country Strategic Plan
Admin, Finance, Logs and HR Systems:
-With the support of the Logistics and Administration Coordinator, oversee day-to-day logistics, administration and security issues relating to North Kivu and Maniema operations
-Ensure the implementation of admin, finance, human resource and logistics systems in line with organizational policy and best practice;
-Develop and implement appropriate reporting systems.
-Oversee staff training and development plans in line with Concern policy and programme needs.
-Take overall responsibility for human resource planning and local staff recruitment;
-Ensure that own behaviour and that of the programme team is according to Concern’s Programme Participant Protection Policy and Code of Conduct, including observance of the duty to report.
Security and Representation:
-Ensure that the local security procedures are up to date and Standard Operating Procedures are being followed in line with the Country SMP (Security Management Plan) and Concern policy.
-Represent Concern with local authorities and/or other members of the international humanitarian community;
-Ensure that all staff are aware of and adhere to SMPs
Person specification:
Essential:
-Third level qualification in humanitarian assistance, development studies or a related filed.
-Minimum of two years overseas experience, working for an international NGO in a managerial capacity, preferably in Africa
-Prior experience of managing programmes in a conflict environment
-A conceptual and practical understanding of the livelihoods security framework
-Experience in programme design and research
-Experience in managing a diverse team composed of Nat’l and Int’l staff in an a complex working environment
-Experience in personnel and budget management
-Specific area of expertise should be ability to plan, implement new programmes, write proposals and reports as well as coaching and mentoring.
-Very good working knowledge of English and fluent French or vise versa
-Excellent communication and interpersonal skills
-Excellent proposal and report writing and budgeting skills, with close attention to detail
-Able to use initiative and work with limited supervision, organized, motivated and reliable.
-Computer literacy essential: Word and Excel
-Very patient and with a positive attitude.
-Very good interpersonal skills
Desirable:
-A Masters degree in the above mentioned areas with at least three years of experience in humanitarian work.
-Experience of broader livelihood and capacity building programmes
-Experience of planning and implementing emergency response programmes
-Training experience
-Experience of working with local partners
-Sense of humour and flexible
-Experience with PRA techniques
-Experience of livelihood security programming
