Scope:
Pakistan is currently experiencing one of the largest floods in its history, with20 million people affected. IRC and 5 other agencies (Care, ACF, ACTED, Oxfam, Save the Children) are initiating a joint program in emergency food security and livelihoods, under the proposed Pakistan Emergency Food Security Alliance (PEFSA). The PEFSA is envisioned to be an innovative and ground breaking program that will build on learning from Cash Learning Partnership, a growing number of successful experiments with the emergency markets mapping and analysis (EMMA) methodology, and other best practices within the field of emergency food security and livelihoods to ensure the food security and livelihoods early recovery aims of targeted communities through market based and other mechanisms.
The Livelihoods Coordinator will oversee IRC Pakistan’s PEFSA program, and all other IRC food security and livelihoods programming, in support of IRC’s goal of contributing to the longer term economic recovery of Pakistan. The Coordinator will oversee the development of strategies and implementation of programs that respond to food security and livelihoods emergencies by protecting, supporting and improving household livelihoods.
Responsibilities:
Strategic Leadership
· Design a Livelihoods strategy for IRC Pakistan in consultation with SPC, DDP and PDME;
· Work closely with Senior Program Coordinator, Deputy Director Programs and PMDE Coordinator in strategic planning and program development;
Assuring Program Quality
· Overall responsible to ensure that programs meet stated objectives within the timeframe and on budget;
· Ensure IRC Livelihoods programs demonstrate adherence to international and national standards, including LEGS, Sphere and others;
· With support from the programs team, ensure accountability to beneficiaries, gender sensitivity, and inclusion are adequately addressed in programming;
· Lead assessment process, including planning and reporting, to determine Livelihoods needs;
· Ensure technical quality and accuracy of Livelihoods program reports.
· Conduct regular field visits to verify quality/ progress of Livelihoods program interventions and provide technical guidance and advice.
Team Leadership
· Line manages Deputy Coordinators and other staff as needed;
· Ensure the development of detailed and technical program work plans and support their implementation in coordination with District Managers;
· Ensure staff capacity building around Livelihoods program interventions;
· With support from HR, ensure IRC Livelihoods staff demonstrate adherence to the Code of Conduct for NGOs;
Program Development
· In collaboration with PDME, act as the sector lead on project proposals with support from the global technical unit;
· In collaboration with Operations and Finance, ensure the development of accurate budgets;
Coordination
· Strong coordination with PEFSA partners on assessment, program design, implementation and evaluation of the PEFSA program
· Represent the IRC to relevant clusters, agencies and ministries on food security and livelihoods issues, as and when required.
This position reports to the Deputy Director Programs.
Requirements
· Masters level qualification in a livelihoods related field;
· 5 to 7 years of experience in leading/managing livelihoods and food security programs, including in complex emergencies, with NGOs and INGOs preferred;
· Strong leadership, management, planning, analytical, interpersonal, and communication skills;
· Proven experience winning, managing and closing contracts with ECHO, OFDA, DFID, PRM and other donors with prior experience managing ECHO grants an advantage;
· Ability to live, work and deliver on objectives in stressful and insecure environment;
· Excellent written and spoken English; knowledge of Pakistani languages a major advantage;
· Competent in Microsoft Office, Word and Excel;
· Strong coordination and representation skills;
· Experience in Pakistan a major advantage;
Specific Security Situation/Housing:
The security situation in Pakistan remains fluid and highly unpredictable. Candidates can expect periods of serious insecurity, periodic suspensions of, or restrictions in, program operation and/or field travel, and high levels of volatility in the operating environment. The position is based out of Islamabad, which currently faces tension but lower levels of insecurity, and Peshawar, which faces ongoing tensions and insecurity. Portions of the city and its environs remain restricted in terms of access. This is an unaccompanied post. Candidates can expect to share accommodation, which is generally of high standard.
