OPERATIONS DIRECTOR for CENTRAL and WESTERN REGIONS



PRESENTATION OF THE ASSOCIATION

MADERA is a French non-profit organization, working in Afghanistan for 20 years, for rehabilitation and development of rural economies destroyed by war. Our programme builds the capacities of rural community development and support local initiatives.

MADERA is active in many fields of rural economy of Afghanistan:
- Community development: support to local development projects; National Solidarity Programme (NSP);
- Agricultural production: research and extension, support to producers’ groups, arboriculture, vegetable growing;
- Livestock: support to veterinary services, vaccinations, animal technical extension work, support to the Animal Vaccines Production Laboratory;
- Handicraft and income generation;
- Forestry: awareness raising, erosion control and reforestation;
- Civil engineering: access to water, irrigation, construction and rehabilitation of infrastructures, roads rehabilitation, schools building.

MADERA implements these activities in 6 provinces: 4 provinces in Eastern Afghanistan (Laghman, Kunar, Nooristan, and Nangarhar), 1 province in Central Afghanistan (Hazarajat region, Wardak province) and 1 in Western Afghanistan (Ghor).

The team is composed of approximately 650 Afghan employees and 12 expatriates.
The annual budget is approximately 6 million Euros.

MADERA, under the leadership of its Board of Administrators, wishes to focus its work according to the following priorities: support communities towards autonomy, prioritize participatory approaches and foster the capacity building of Afghan staff.

MAIN RESPONSIBILITIES

Under the Country Director’s supervision, and acting closely with the Operations Director for Eastern Region, the Finance & Administration Director, the Grant Manager and the Head of Monitoring and Evaluation Department, the Operations Director for Central and Western Regions is responsible for managing and coordinating MADERA’s programs in Ghor and Behsud Provinces. Exceptionally and if this remains relevant for the consistency of the project (project targeting several provinces), the Operation Director for Central and Western Regions will also operate in other regions.

Main responsibilities include:

- To ensure the coordination of all operational aspects of projects implementation, follow up & reporting with a particular attention to: population commitment, relations with local authorities and NGOs, and local staff empowerment;

- To ensure projects pertinence and quality of their implementation, general coherence, consistency of projects and adequate programming of a great diversity of projects related to rural development;

- To actively participate to the operational strategy (orientations and project proposals) design with MADERA’s Management Committee, before submission to MADERA’s Board of Administrators for approval;

- To work in close collaboration with an Afghan Counterpart (the Deputy Operations Director for Western and Central Regions) ensuring proper management, training and capacity building; towards autonomy;

- To manage directly 3 to 4 Project Managers, and 2 Technical Advisors, and 2 Provincial Coordinators (in charge of projects coordination at provincial level and field bases management);

- To follow up the security situation in Central and Western regions.

- To ensure the explanation and application of MADERA’s security rules by all personnel;

- To collaborate closely with the Grant Manager and Head of monitoring and Evaluation Department for: project proposals writing and follow-up, data compilation and regular reporting (with different formats and schedules) to donors;

- To collaborate closely with the Finance & Administration Director for Budgets design and follow up.


ACTIVITIES

In close collaboration with his/her Counterpart, the Operations Director for Central and Western Regions will mainly be requested to:

- Supervise programs implementation including various rehabilitation and development projects in the fields of Animal Health, Arboriculture and Forestry, Agriculture, Community Driven Development and Civil Engineering;

- Report on activities, security and political situation to the Country Director;

- Ensure the programming of activities on an annual, quarterly and monthly basis together with the Project Managers, the Technical Advisors and the Provincial Coordinators;

- Ensure that Project Managers, Technical Advisors and Provincial Coordinators collect projects implementation data, cross check information and produce timely reporting;

- Design and follow individual action plans for the Project Managers, the Technical Advisors and the Provincial Coordinators;

- Appraise Project Managers, Technical Advisors and Provincial Coordinators performances and achievements on a regular basis;

- Design and ensure the enforcement of projects’ implementation plans and project reporting;

- Design, in close collaboration with the Evaluation & Monitoring Unit, terms of reference related to preliminary, intermediary, final evaluation reports and impact studies, as well as subcontracted external studies and evaluations.

- Ensure timely submission of monthly funds requests by Provincial Coordinators and approve them;

- Maintain a good communication system and network and ensure a regular flow of information between the field offices, the liaison offices, the technical advisors, the monitoring & evaluation department, the grant manager and the direction;

- Take an active part in the design and implementation of the quality insurance process.

- Identify opportunities for developing Madera’s activities in Western and Central regions , consistent with programme strategy, including fund-raising.

As part of the Management Committee of Madera, the Operations Director with the Country Director contributes to projects, needs and resources analysis with the support from other directors and departments:

- Administrative and Financial Director for financial resources, procedures, and budget follow-up;

- Human Resources department for staff recruitments, contracts, training, and appraisals;

- Logistic Department for all related issues (procurements, stock management, vehicle fleet management, and communication);

- Evaluation & Monitoring Unit for methodology, data, cartography, selection of beneficiaries, and assessments;

- Technical Advisors for all technical issues related to a specific field of intervention (Agriculture, Animal Health and Animal Husbandry, Civil Engineering, Forestry and Arboriculture);

As it is regularly the case, additional emergency projects (most probably food aid projects) in particular for Ghor Province might be developed in 2011 since the region is highly food insecure.


PROFILE

- At least 5 years of experience in projects management and team management.

- Proficient in operational strategy design and project management including proposals writing, donors reporting, programming and budget designing.

- Excellent relational and communication skills including great sense of diplomacy and discernment.

- Personal commitment towards population and beneficiaries.

- Ability to work in a multi cultural environment.


QUALIFICATIONS

- A significant experience as Head of Mission or as Manager of large and diverse programs, intervention areas and teams is required.

- A significant academic background in the field of agronomy and / or rural development.

- Excellent written and spoken English skills. French, Dari or Pashto is an asset.


CONDITIONS OF EMPLOYMENT

- Fixed term salaried contract - 1 year renewable. Moral commitment for at least 2 years is an advantage.

- Usual base in Kabul with frequent travels to regional and field offices.

- Collective accommodation or accommodation allowance, transportation, social security (medical insurance), repatriation insurance costs covered by MADERA. Other conditions according to French law (annual leaves...).

- R&R allowance every 4 months.

- Remuneration: 33 600 € to 40 800 € annual gross salary, according to experience + expatriation bonus of 170 €.
