Scope
The Logistics Coordinator (LC) is responsible for the planning, daily management, reporting and compliance with IRC policy and procedures for the logistics functions in the provincial AoR. The LC’s responsibilities include procurement, transport & insurance, information technology & communications, asset and property management and implementation of required security processes and practices in cooperation with the Bukavu Security Team.
The LC directly supervises three managers (Procurement & Warehouse, Transport & Liaison, and ICT). The LC will work closely with the Bukavu program staff on budgeting and service planning to ensure timely and effective logistics services that support timely program implementation. The LC reports directly to the Deputy Provincial Director for Operations (DPDO) and will liaise as needed with IRC NY Global Procurement Unit, DRC HQ Director of Operations and Operations Technical Advisor.
Key Responsibilities
Planning
· The LC, in collaboration with the Deputy Provincial Director of Operations (DPDO) and Finance Controller, provides input and participates in budget development, or amendments, to ensure accurate costing of materials, inclusion of appropriate levels and costs for transport, warehousing and logistics & security services.
· The LC leads in working with program coordinators to develop and update procurement plans to ensure realistic lead times and delivery to meet program workplan timelines.
· Actively participate in the Grant Opening and Closing Meetings, ensuring all required planning and review documents are prepared in advance and key issues are constructively addressed.
· The LC contributes to the annual budget planning process, recommending logistics staffing levels, providing current costs for goods, facilities, and maintenance and support services.
Staff Management & Orientations
· Directly manages Bukavu based Managers and supports them in oversight of junior logistics staff, ensuring planning and delivery of staff capacity building activities, compliance with national staff policy, including performance management programs, and management of vacation planning and absences.
· Supports Field Coordinators/Managers/Supervisors in oversight of logistics functions in suboffices, antenna offices and N.Kivu through structured and regular visits, inclusion of logistics staff in capacity building activities, review of monthly reports and maintenance of regular communications.
· Develop/maintain the provincial orientation material for logistics. Provide orientation to all new staff ensuring full understanding of roles, responsibilities and compliance issues.
Logistics Management & Reporting
· Oversee and monitor logistics activities to ensure they are carried out in full compliance with IRC and donor policy and procedures. Immediately notify the DRDO or Provincial Director of any actual or suspected irregularities or non-compliance.
· Provide recommendations to the DPDO for procedural or policy changes to enhance logistics effectiveness, internal controls or cost efficiencies.
· Ensure spot-checks are done systematically, documented and reported for all IRC assets, inventory and equipment.
· Ensure timely submission of the monthly Logistics Management Report, including identification of areas of concern/needing improvement and progress, and other logistics report required by policy.
· Lead logistics staff meetings to ensure and promote planning for and responsiveness to program needs, improvement in understanding of policy and procedures across the logistics team and the development of a motivated and cohesive team.
· Liaise with finance and/or program staff as required on cash planning, compliance issues, commitment tracking.
Budget Management
· In collaboration with the DPDO the LC is responsible for the logistics budget lines in grants for South Kivu. This responsibility includes tracking, monitoring and approving all expenses on these lines within his authorization limit.
Qualifications:
At least three years of oversees experience (ideally in Africa), preferably in relief/development work with supervisory responsibilities in logistics and/or program.
o Excellent organizational skills with regards to administration and logistics, and use of time effectively and efficiently.
o Flexibility and ability to handle multiple tasks at one time and work well under unstable security environments, and administrative and programmatic pressures. Must demonstrate flexibility to adapt to changing requirements.
Systems oriented - ability to design, implement and train. Strong ability to train, to motivate, and to mobilize national teams.
o Strong communication, interpersonal and diplomatic skills when in contact with the staff, and representatives of other national and international organizations.
Experience of training and/or workshop facilitation in a multicultural setting an advantage.
Must be able to work independently while being a strong team player.
Strong computer skills: must be competent in the use of Windows, MS office programs, email programs; database experience preferred.
Preferred experience in working with HF and VHF radios, satellite telephone and standard office equipment.
Fluent written and spoken French essential.
Fluent written and spoken English a strong advantage.
Specific Security Situation/Housing:
The Logistics Coordinator will be based in Bukavu. While security in Bukavu is generally calm, civil conflict is ongoing elsewhere in the Kivu provinces, and the area is considered unstable at times. Strict adherence to security guidelines is requested of all IRC staff. The Logistics Coordinator will be provided with comfortable shared housing overlooking Lake Kivu. This position is non-accompanied.
