Working in close collaboration with the Environmental Health (EH) Coordinator, the Public Health Manager will assist with implementation and management of the Public Health Program during the emergency and early recovery phases of the IRC’s response to the January 12, 2010 earthquake in Haiti.

Responsibilities:
• Support the EH Coordinator at the field level to implement all interventions related to Public and Environmental Health. In particular, hygiene awareness, community mobilization campaigns, long term strategies for community based solutions, community driven reconstruction and disaster risk reduction.
• Oversee all aspects of PHAST training for hygiene promotion staff and community hygiene promoters
• Directly train and supervise hygiene promotion staff and community hygiene promoters (CHPs).
• Implement a Monitoring and Evaluation plan for all Hygiene Promotion, and other Public Health activities.
• Conduct needs assessments and define program long term program strategy and direction for public health.
• Initiate and assist with project proposal submissions when required.
• Monitor the evolving needs of the target communities and feedback those needs to the EH Coordinator.
• Work closely with the finance, programs and logistics teams to ensure proper project planning, proper budget management and timely procurement of all materials.
• Represent IRC to local communities, government departments, international agencies, local partners and donors.
• Assist with grants and reporting systems and management of budgets, including budget forecasting, development of spending and work plans.
• Undertake baseline, interim and final surveys to assess, monitor and evaluate programs.

Requirements:
• University degree or similar higher education qualifications in public health, environmental science, social welfare, education or relevant field.
• Experience with Participatory Methodologies (PRA, RRA, PHAST). Specific experience in PHAST training/implementation an advantage.
• Experience in community outreach, mobilization and training
• Previous experience with international NGOs desirable. Experience in emergency setting a plus.
• Computer skills including MS Office, Word, Excel, Powerpoint.
• Good reporting and data management skills.
• Fluency in English and French required.
• Ability to work in unstable security environments with basic living conditions, and under administrative and programmatic pressures.
• Strong knowledge of sanitation and water provision and protection a plus.
