JOB SUMMARY

Reporting to the ACD-Programmes, the Social Protection Sector Coordinator will be responsible for oversight of all CARE Zimbabwe projects that fall within the Social Protection sector. S/he will ensure high standards of technical quality, consistent and/or complementary approaches within CARE’s work on social protection, linkages to CARE’s other programming initiatives, and compliance with donor and CARE policies and procedures. S/he will be the focal point for the development of strategies that support the advancement of a social protection agenda, with emphasis on women and the poorest of the poor.


RESPONSIBILITIES & TASKS

1. Oversight of the social protection sector. The Social Protection Sector Coordinator will provide leadership for all programming that falls under the social protection sector at CARE. Currently this includes, the Joint Initiative, the OVC project and the Living on the Edge (LOE) initiative.

2. Provide strategic input to CARE on its social protection programming agenda and the advancement of the larger poverty and gender agenda at CARE. The Social Protection Sector Coordinator will support the inclusion of social protection strategies within the larger CARE Zimbabwe country office, including leading on the advancement of gender programming within the CO women’s empowerment strategies.

3. Direct line management of social protection sector Project Managers. The Social Protection Sector Coordinator will be the direct line manager of the JI, OVC and LOE project managers. S/he will monitor workplans, support performance objectives and ensure overall performance management.

4. Provide technical leadership on social protection programming. The Social Protection Sector Coordinator will be responsible for ensuring that CARE’s work in social protection meets appropriate technical standards, is consistent in quality and application and produces measurable results.

5. Development of new progamme initiatives in social protection, and contributions to social protection activities in new integrated programmes. The Social Protection Sector Coordinator will lead the development of new programmes that fall under the social protection sector at CARE. S/he will provide technical inputs into the design of integrated programmes that include social protection components or activities.

6. Represent CARE’s social protection agenda to external stakeholders. The Social Protection Sector Coordinator will be the focal point representing CARE within the UN Cluster system (protection and early recovery clusters), the cash transfer working group, the UNICEF Program of Support (in concert with the OVC project manager) and will support CARE’s overall efforts to liaise with the Government of Zimbabwe on social protection programming agendas.

7. For projects falling under the social protection cluster ensure high level support to project teams to comply with all donor and CARE policies and procedures. The Social Protection Sector Coordinator will monitor project implementation, project financial management and ensure compliance with donor contracts and CARE policies.

Qualifications and Experience

1. A masters degree or equivalent experience in Social Work, Developmental Studies or other relevant academic field
2. Seven to ten years of experience in international humanitarian and development work with an emphasis on social protection, gender and/or HIV/AIDS
3. Demonstrated success with strategy and proposal development for a variety of donors
4. Experience managing diverse funding portfolios and high degree of competency in personnel, fund and programme management
5. Experience working in Zimbabwe or other fragile countries preferred
6. A team player who subscribes to humanitarian values and international standards, familiar with CARE specific vision and values and committed to reducing poverty.
7. High level interpersonal, verbal and written communication skills.
