I. Background on ACTED:
ACTED, l’Agence d’Aide à la Cooperation Technique et au Développement or the Agency for Technical Co-operation and Development, is an NGO registered in France with global operations in Central Asia, Europe, Latin America, South Asia, Middle East and Africa. ACTED has been active in Afghanistan since 1993, and is one of the largest NGOs in the country, capitalizing on a continued 15-years presence in Afghanistan throughout successive regimes and on established operations throughout Central Asia. ACTED operates mainly in the North, Northeastern and Central areas of Afghanistan.
Originally focused on humanitarian relief, ACTED Afghanistan is now working through an integrated development approach. Although still responsive to natural and humanitarian crisis, including support to flood and drought affected populations as well as sustainable reintegration for returnees, ACTED Afghanistan main area of intervention is now the promotion of community-driven rural development. Within this framework, ACTED Afghanistan is the largest NGO facilitating partner of the National Solidarity Programme, working in 1,721 communities spread over five provinces in the North. Its present operations reach about 7,8% of the Afghan rural population.
ACTED is currently looking for qualified International staff to fill the position of Senior Manager (Irrigation and Water Users Association) in Faryab Province of Afghanistan

Active since 1993, ACTED Afghanistan is the organisation’s longest running and one of its largest operation. Today, with a staff of close to seven hundred people, ACTED Afghanistan implements projects from emergency to development throughout the entire northern region of the country.
Current emergency projects include land allocation, returnee reintegration, and emergency shelter reconstruction, and, in 2008, a response to a range of emergencies from drought to the lack of preparedness for winter among rural communities.
Rehabilitation efforts include help for returnees (Mazar), disaster preparedness, (Baghlan), peaceful coexistence trainings, local governance initiatives, rapid rural project generation initiatives, and livelihood recovery programs; while development projects include micro finance, cultural promotion efforts and cooperation with the National Solidarity Program (NSP). In 2008, despite a worsening security situation, ACTED initiated projects that aim to improve access to water. Future ACTED Afghanistan interventions include expanded support to the resettlement and reintegration process for returnees, a multi sector rural development program in the Faryab, and the development of NSP activities in previously isolated areas in five provinces in northern Afghanistan. ACTED also launches civil-servant training programmes in Faryab, Kunduz and Takhar.
III. Responsibilities:
The Senior Manager (Irrigation and Water Users Association) ‘s responsibilities include:
• Implement and manage the social water management component in the program area.
• Guide and assist the establishment of social water management infrastructure.
• Liaise with the Ministry of irrigation and water resources, Ministry of agriculture, partner NGOs, community leaders, local authorities and other stake holders.
• Develop strategies and initiatives to enhance the capacity of water users association.
• Design and identify local community-friendly water management system through which community people can get better opportunities to use water for agriculture sectors.
• Responsible for the oversight of project logistics, finance and administrative support
• Responsible for ensuring sound technical input into program design and implementation
• Develop monitoring/supervision tools to assess the real situation of program implementation.
• Design necessary forms and formats to collect program’s information.
• Make a plan for staff capacity development (e.g. provide formal training, workshop, experience sharing, counselling, and mentoring and so on).
• Ensure cross-program integration, learning, sharing and adoption of best practices within programs.
• Assist in designing technical manuals and documents to run the social water management activities.
• Staff management and coordination with at least twenty engineers/ technical supervisors.
• Generate reports for concerned authorities, donors and government officials.
IV. Requirements:
• Graduate in Agriculture Engineering /Engineering with Specialisation in irrigation or water management/ agriculture or any degree with focus on water distribution and conservation
• At least 3-5 years working experience in Water user group/ Water users association or social water management project
• Ability in designing water management and distribution plan for irrigation project.
• Experience in working with Community-Based Organizations (CBOs).such as water user groups, co-operative, Self help groups etc.,
• Experience in conflict resolution at community level.
• Writing and speaking proficiency in English is essential and knowledge in Dari language is considered preferable but not essential
• Good communication and presentation skills, ability to initiate and facilitate community mobilization is desirable.
V. Conditions:
- Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus
