Job Summary:
Based at the CARE Canada Headquarters in Ottawa, the Director leads the ongoing development of an environment that enables CARE Canada (CC) country offices to manage the safety and security of personnel effectively and within agreed levels of risk. In doing so, the Director maintains oversight of CC’s safety and security in general, and thus ensures that the CC Board is equipped to fulfil its governance responsibilities in this area. The Director, in addition, participates in the CARE International Safety & Security network, including supporting other operational CI members dealing with situations of acute insecurity in the field.
Responsibilities
Policy & Development and application: 35%
1. Lead the development of policies and standards needed to support good safety and security practices within CC COs, including a risk management framework, which would apply to all country offices;
2. Implement the Security Management Plan (SMP), developed by CI throughout CC country offices;
3. Support COs in their efforts to ensure implement CI safety and security policies and standards.
4. Act on policy recommendations emerging from evaluations that would keep CC’s practice current and that support safety and security in the field. More generally, follow up with COs on the implementation of recommendations made by such evaluations.
5. As appropriate, lead or coordinate training and development initiatives in the area of safety and security, also ensuring that CO training resources are effectively coordinated.
Safety and Security operations: 20%
1. Maintain an overview of CC’s operating environments, and in particular those situations in which safety and security issues are acute or escalating (country offices at risk).
2. Advise COs of security incedents and developments, whether in general or country-specific, that impact on staff safety and security.
3. Deploy safety and security resources in relation to country office needs
4. As needed, participate in CI emergency assessments.
5. Advise CO members in their responses to escalations in insecurity.
6. As required, deploy Supplementary security consultants in support of country offices during
dramatic escalations in insecurity.
7. As appropriate, provide direct support in the field to country offices during dramatic escalations in insecurity.
General COs S&S oversight : 30%
1. Facilitate the establishment of annual operating plans, annual work plans at the CO level.
2. Report on the the implementation of these work plans to the CI Security Group, as required.
Monitoring: 10%
1. Ensure country office compliance with CI’s safety and security policies and standards, including on-the-ground effectiveness of responses to acute situations.
2. Provide guidance to country offices in situations where CI policy or standards are not being met.
3. Support and, as appropriate, participate in the peer evaluation of CI’s safety and security responses.
Liaison and Representation: 5%
1. Serve as a member of the International Operations team by supporting colleagues and participating in joint planning events.
2. Serve as CARE Canada’s representative on the CI Security Management Working Group (SMWG)
Working conditions:
Expected percentage of time traveling: 60%.
Much of the travel will be arduous and to insecure locations.
Education:
•University Degree in a relevant field is required.
Minimal Requirements:
Experience: 5 years of experience in staff safety and security management or in a related field with international or non-governmental organisations. An interest in and commitment to the work of CARE International is required. Strong people-management and facilitation skills are essential.
Language skills: English (fluent - speaking, reading, writting)
