RCN JUSTICE & DÉMOCRATIE
RCN is a Belgian non-governmental organization active in the rule of law sector in post-conflict countries. It seeks to contribute to the strengthening of independent judiciaries and other justice sector actors, to promote the law to the general public, and to support civil society. Formed in 1996 after the Rwandan genocide, RCN has been working mainly Rwanda, Burundi, and the Democratic Republic of the Congo.
In these countries, RCN has successfully trained hundreds of magistrates, police offers, law clerks, and other legal actors. It has distributed hundreds and even thousands of office equipment. In some cases, RCN helped to support the understanding of the justice system by the populace and their rights and obligations through radio programmes and theatre performances.
The rule of law programme in Southern Sudan is supported by the European Union. RCN currently seeks a motivated, dynamic, and committed candidate to work on the project “Assistance to Southern Sudanese Justice System” in partnership with the Ministry of Legal Affairs and Constitutional Development and the Judiciary of Southern Sudan. The project involves training of County Court Judges, Prosecutors, and support staff of both institutions. The Project Coordinator will oversee the implementing of the training programme in close cooperation with RCN’s Head of Mission and RCN’s team of International and Southern Sudanese trainers.
DUTIES AND RESPONSIBILITIES
 Supervises the execution, implementation, and evaluation of RCN’s Southern Sudan training programme within the stated objectives, including:
o Human resource management of project associates, international trainers, and translators.
o Train and mentor programme assistants.
o Financial, administrative, and logistics management of training events within agreed budget guidelines.
o Tracking beneficiaries’ training progress and continuous needs assessment.
o Development of training work plan in collaboration with trainers.
o Liaising with local and institutional partners.
o Drafting of project reports for headquarters and donors.
 Any other tasks that may be assigned by the Head of Mission.
 Respect for, and adherence to, the values embodied in RCN’s Charter.
QUALIFICATIONS
Education and Work Experience
 Law degree from common law system or other experience in common law justice system.
 Advanced university degree in law.
 Three years of professional experience, preferably for an international NGO, in project or programme management, including experience in the field (preferably in Africa).
 Experience in designing and supporting training courses, preferably with judicial and legal institutions.
 Knowledge of Sudan and its justice system including African customary law will be an asset.

 Fully proficient computer and communication skills.
 Proven ability to operate in difficult working and living environment.
 Ability to coordinate the work of others, work to tight deadlines and handle multiple concurrent activities.
 Analytical and organisational skills.
 Interpersonal and team-working skills.
 Supervisory skills and ability to coach, mentor and develop staff.
 Proven understanding of financial management.
 Proven drafting, report and proposal writing experience.
 Ability to plan and work within a budget.
 Sound judgment and initiative, resourcefulness, energy and tact.
Languages
 Fluency in written and spoken English required. Knowledge of Arabic and/or French an asset.
REMUNERATION
Salary will commensurate with qualifications and experience. RCN will offer benefits and field allowances.
