Location: Aweil West and Aweil North, Bahr-el-Ghazal State, Southern Sudan

JOB PURPOSE:

To effectively manage Concern’s Livelihood/Food Security and Relief/NFI Programmes in Aweil West & North Counties in co-ordination with the Local Govt. Authorities (LGAs) & community leaders. A key aspect of this role will be to ensure the capacity building of relevant LGAs & community institutions to enable them to manage the food security/livelihoods, relief/NFI programmes in Aweil West and North

DUTIES & RESPONSIBILITIES:

Ensure effective management of Livelihoods/Food Security/Relief programmes in Aweil West and North Counties in line with agreed plans as follows:

Programme implementation
• With the relevant LGAs & community institutions, develop the food security programme into a longer term sustainable livelihoods security programme - in line with government policies & plans and relevant Concern sectoral policies and strategies, following Concern’s project cycle management system, and based on a sound analysis of the country context and needs.
• Ensure that development-oriented approaches including participatory development, DRR, capacity building and sustainable methodologies are adopted in programme planning, implementation and monitoring.
• Conduct and/or participate in various surveys and needs assessments as required and ensure proper documentation of the same.
• In conjunction with the Livelihood/Food Security team and relevant local Government Departments, develop draft project proposals through participatory planning processes.
• Ensure mainstreaming of crosscutting issues including: targeting, HIV/AIDS, equality/gender, DRR, rights based approach and do no harm throughout the programmes including analysis and design to meet mainstreaming strategic objectives.
• Ensure that timely, good quality reports are prepared for donors, Local and State Government, collaborating agencies, networks/forums and for internal use.
• In close coordination with the Area Coordinator, Health/Nutrition, Education and Watsan Managers, identify activities for integration that will complement and supplement the respective programmes through common planning and capacity building.

Finance
• Prepare draft Livelihood/Food Security and Relief/NFI programme budgets, monitor and account for all programme expenditures and advise the Aweils Area Coordinator and ACD on any budget revisions required.

Monitoring & Evaluation
• Ensure annual/quarterly work plans and monitoring plans are developed and followed.
• Contribute to the further development of a M&E system that will measure the effectiveness and the impact of the programmes, and train and support programme staff in its implementation.
• Monitor and regularly evaluate implementation progress and impact and propose modifications as required to increase effectiveness and impact.

Capacity building
• Develop a training programme for relevant Department/Local Authority staff & Concern staff including designing and conducting training on all relevant aspects of food/livelihood security and organisational development.
• Provide technical and capacity building support including training and mentoring to relevant Departments/Local authorities’ staff.
• To provide training and capacity building support to civil society organisations (CSOs) including organizational development.

Other tasks/responsibilities
• Contribute to and support implementation of the strategic plan for Concern South Sudan.
• Represent Concern at food security/livelihood /NFI fora at local and State level, and at higher levels when requested, to ensure optimal coordination/collaboration and development of common approaches to food security and returnee integration.
• Develop and maintain productive relationships with other actors involved in livelihood/food security relief/NFI activities at county, state, and higher levels as appropriate.
• Undertake any other related duties as may be assigned by the ACD/Area Coordinator

PERSON SPECIFICATION

Essential:
• Third level qualification in relevant discipline such as Agriculture or a related field
• A minimum of 3 years experience in implementing Food/Livelihood projects in developing countries with significant experience of LGA capacity building & management of a food security/rural development programme
• Good practical agriculture knowledge and skills
• Strong proposal / report writing experience
• Significant experience of participatory methodologies
• Strong knowledge in team building and staff management
• Strong knowledge in administration, logistics, local partner capacity building, M&E and mentoring
• Computer literate especially Word and Excel
• Previous Concern or NGO experience essential
• Flexible, reliable, culturally sensitive
• Good common sense, a cool head in an emergency
• Patience, ability to work long hours under pressure
• Empathy with our target group
• Ability to work as part of a multi-cultural team
• Good facilitation skills
• Show initiative and be able to work with minimal supervision
• Willingness to travel frequently in remote areas, and live under fairly basic conditions
• Good written and spoken English
• Physically fit and good stamina
• Resourceful

Desirable:
• Additional qualifications in relevant discipline such as Agriculture/Food Security, Community Development
• Knowledge of LFA and PCM, household economy approach
• Experience of emergency programming
• Good monitoring and surveying skills and strong analytical skills
• Good understanding of the links between emergency and development
• Experience in implementing sustainable projects in a post conflict situation, preferably in Africa
• Good all round practical knowledge
• Ability to see the overall picture
• Ability to get on well with people and get the best out of them
• A good sense of humor
