Data Manager for Periodic Review , BIRMANIE (MYANMAR)

Merlin International Profile
Merlin is the only specialist UK charity which responds worldwide with vital health care and medical relief for vulnerable people caught up in natural disasters, conflict, disease and health system collapse. Each year, Merlin helps more than 15 million people in up to 20 countries.

Context and Background
The Periodic Review, to be undertaken in November 2008, will build upon the Village Tract Assessment (VTA) which was conducted in the immediate aftermath of the Cyclone Nargis in June 2008. The VTA (see PONJA report http://www.asean.org/21765.pdf ) generated baseline data which provided a determination of needs at a household level. The Periodic Review aims to monitor the recovery progress in the cyclone affected areas.

A Data Manager is required to oversee the data process (paper originals to the prepared data for analysis)

Key activities

• Write standard operating procedures for data processes (entry, collection, handling, analysis, confidentiality, etc)
• Ensure confidentiality of data
• Ensure data procedures are followed
• Trains and supports data staff
• Work closely with the operations manager, and task manager to ensure the project runs smoothly and the goals and objectives are met
• Ensure data accuracy and good storage of data
• Build a clean overall dataset and keep backups


Outputs

• Train date-related staff
• Supervise data-entry, validation, correction
• Report on problems with recorded data
• Daily, weekly, and monthly backup of data (multiple copies)
• Create a data entry application using standard data entry software that will, at a minimum, have the following characteristics:

o The screens for data entry resemble the physical questionnaires as closely as possible to facilitate accurate and quick data entry;
o Built-in range checks, with out-of-range results flagged at data entry by the computer. The option to override the range check is available and any over-riding of the check will be logged in the output report of errors;
o Built-in, consistency checks both within records and between records;
o Incorporate tables of values for automatic coding (settlement and municipality);
o Built-in skip patterns, which also can be overridden and such event tracked in the output error report;
o Error and missing data reports automatically generated whenever needed. Said reports will be easy to generate and interpret by field staff as well as computer specialists;
o Simple mechanisms for retrieving record in order to correct entered data and/or append data to records;
o Built in mechanism to perform double entry of individual or household data and to check for missing data;
o System to be capable of moving among different units of analysis (household, individual);
o Verification of questionnaires entered.
o Special Codes. The Data Manager will be responsible for the development of a system of codes for the small number of open ended questions and for the responses “Not applicable” or “Don’t know or Didn’t respond.” The values of the codes for the responses “Not applicable” or “Don’t know or Didn’t respond” must be numerical (for numerical variables) and outside the ranges of acceptable responses. For example, the response or “Don’t know or Didn’t respond” for the number of days that the student was absent from school could be “99”.
o Data Processing System. The Data Manager will develop an overall system for the data entry and data compilation, with the following considerations:

- The data entry program must identify errors and inconsistencies and produce a report/summary. This report/summary will flag these errors and inconsistencies.

- The system also should include the production of frequent detailed reports about problems in the collection of the data that are found by the system of checks included in the data entry program. These reports will be produced by the Data Manager on the Periodic Review team and must be produced periodically during the processing of the data.

- The system should produce data organized by respondent, in ASCII format or whatever other format is selected with the approval of the Task Manager.

- The final data system must allow for: a table summarizing the size of the actual sample in the data base by respondent and basic tables from the data base organized by respondent. For each question, the tables must provide the following information:


(i) for categorical variables, qualitative questions or questions with limited option responses, frequency tables will be provided.

(ii) for quantitative questions with many options with respect to the possible responses, the tables will be means, minimum values and maximum values.
• Help design and implement the training of the data entry operators for the survey;

• Provide trouble-shooting services as needed during the survey.

• Advice to Task Manager. The Data Manager will give advice and recommendations to the Task Manager regarding the specifications of equipment to be procured for the data processing system


Person Specification

• Experience in managing data libraries (paper copies and electronic copies)
• Experience of running jobs against the dataset as required.
